First, what actually happened to Viber in Russia (RKN really blocked it — it's not you)
What most people experience is: Viber suddenly won't connect, messages stick on 'sending', and voice and video calls just won't go through. The honest reason: on 13 December 2024, RKN (Russia's telecom regulator) formally restricted/blocked Viber, citing that it was 'used for terrorism, drug trafficking and distribution of illegal content'. This is a real, state-level network block that operates at the network layer (intercepting the connection between your device and Viber's servers) — it is not your phone being broken, and it is not Viber withdrawing on its own (the opposite direction from Spotify leaving Russia, where the company itself left). Since what blocks you is a network block on the Russian side, the fix is clear: send your traffic out through a non-Russian IP that this block doesn't reach.
Why a non-Russian IP usually restores Viber
Because what blocks you is a location-based network block (intercepting Viber's connection on links inside Russia), when you switch your exit IP to a stable, non-Russian, hard-to-fingerprint address, your device routes around the in-country block and messaging, sign-in and voice/video calls usually come back. This is the same class of mechanism as in Signal not working in Russia and WhatsApp not working in Russia: an RKN-network-blocked messaging app comes back through a clean foreign channel. The key is that this foreign IP must be stable and hard to fingerprint — a free proxy with a heavily shared entry point is easily throttled or cut mid-session, which is fatal for real-time calls.
Viber-specific: it's mostly for calling, and calls are extremely latency- and loss-sensitive
Viber is different from a text-only app: many people use Viber mainly for cross-border voice and video calls (staying in touch with family and relatives abroad), and real-time calling (VoIP) is extremely sensitive to latency, jitter and packet loss — a text arriving a second late doesn't matter, but a hiccup on a call link makes audio choppy, turns video into a slideshow, or drops the call entirely. Free proxies are usually congested, lossy and reconnect mid-session, so texting barely works but calls won't connect or keep dropping. So for Viber, a stable, low-latency, dedicated line matters more than anything — which is exactly why we recommend a system-level dedicated node below.
The key point: Viber is a standalone app, not a browser tab → a browser extension can't fix it
Many people's first instinct is to install a free browser VPN extension, but that does almost nothing for Viber: a browser extension only proxies traffic inside browser tabs, whereas Viber is a standalone app on your phone/desktop, uses its own network connection, and doesn't go through the browser at all. So an extension you install in Chrome can't touch the Viber app. To bring Viber back you need a system-level (whole-device) channel that routes every app (including Viber and its calls) out through a non-Russian IP — that is the TUN mode described below (see TUN vs system proxy).
An honest boundary: changing IP restores 'connectivity' — you keep your existing account and number
To avoid misunderstanding: changing to a non-Russian IP solves 'network connectivity', not giving you a new number or account. Your Viber account is tied to your phone number and registration/verification uses an SMS code — which has nothing to do with which IP you use. So you don't need to re-register: once the channel reconnects your device to Viber's servers, your existing account, contacts and message history are all still there and you sign in as usual. The only thing you're solving is 'can't connect', not an account problem.
The more reliable alternative: a system-level VLESS + Reality client
VLESS is a lightweight transport protocol and Reality is its TLS-camouflage layer, making your traffic look like ordinary HTTPS to a real, existing public website, so it's harder to fingerprint and target. Running a real client (sing-box / v2rayN / Shadowrocket) in system-level TUN mode means the Viber app, its voice/video calls, and your other apps all exit through one clean foreign line; a dedicated node makes real-time calls steadier with fewer drops; and it's harder for risk-control to fingerprint than a free proxy with a public entry point. Good news: messaging apps are relatively tolerant of foreign/datacenter IPs (unlike Netflix, which actively blocks datacenter IPs), so as long as the IP is stable and the line is fast, it usually just works. The cost is that you need a subscription and a client. One honest boundary remains: during a near-total shutdown or a 'sovereign internet' drill, any foreign channel (including VLESS) may fail to connect, regardless of protocol — no method can guarantee it always works.
How to use Viber reliably in Russia: concrete steps
- In your user panel, copy your subscription link (for Russian conditions, prioritise DPI-resistant VLESS+Reality nodes).
- Install a mature client: Shadowrocket on iOS, sing-box or v2rayN on Android / desktop, and import the subscription URL (don't add nodes one by one by hand).
- Turn on system-level TUN / 'virtual network card' mode so the Viber app, its calls and your other apps all go through the tunnel.
- Pick a stable node with low latency, low loss and enough bandwidth and run a latency test — calls are jitter-sensitive, so prefer a dedicated, stable line.
- Use rule mode: send local Russian banking/government apps direct, and route Viber's connection through the tunnel.
- Verify: open Viber, send a message first, then make a voice/video call to a contact and confirm it connects and doesn't drop; your existing account and phone number work as before, no re-registration needed.
Honest expectations
- Viber won't connect in Russia mainly because of RKN's formal network block in December 2024 (a real state-level block, not your phone and not Viber withdrawing); a stable, camouflaged (Reality) non-Russian IP usually restores messaging and call connectivity.
- Changing IP restores 'connectivity', it doesn't change your number: your Viber account is tied to your phone number, SMS verification is independent of IP, and your existing account, contacts and history are all still there — no re-registration.
