Why Claude doesn't work in Russia

Opening claude.ai in Russia typically shows “Claude is not available in your country”, blocked sign-up / login, or a subscription that won't take payment. This is not a device or network fault: Anthropic deliberately does not serve Russia (and Belarus, Iran, Cuba, China, etc.) for U.S. export-control and sanctions compliance — Russia is not on its list of ~158 supported countries/regions. Like ChatGPT's regional restriction in Russia, this is a service-side compliance limit, not an RKN national-firewall block.

Why Claude is harder to reach than ChatGPT

The key difference: Anthropic checks your source IP on every request, not just at login. So even if you registered the account from a supported country, the moment one request exits from Russia — or the tunnel drops and falls back to a Russian IP — you're blocked. Anthropic also correlates time zone and usage patterns to detect “transfer-station” accounts and, at the policy level, bars companies more than 50% controlled by Russian / Chinese / Iranian / North Korean entities. The takeaway: you don't need “occasionally connects” — you need an exit that consistently lands in the same supported country and has a low abuse rate. Exit stability matters more than the protocol itself.

Solution: what you need

You typically need: a node service on VLESS + Reality so the tunnel isn't DPI-fingerprinted or throttled inside Russia and the exit region stays stable; a sing-box class client matched to your device that routes claude.ai and anthropic.com domains through the proxy; and a stable subscription with reasonable data. Step-by-step

  1. Copy your subscription URL from the dashboard or digital card, import it from URL or QR in the sing-box client, and update the nodes.
  2. Pick a low-latency, healthy node whose exit is in a supported country; keep the same exit region for the whole session — do not switch countries mid-way. This is the single most important point under Claude's per-request IP check.
  3. Open claude.ai in a browser and log in; if you use the API / Claude Code, check that the proxy in your terminal and env vars matches the browser (otherwise web works but the API returns 403).
  4. On human-verification or repeated login failures, switch to a cleaner node, clear cookies, retry, and keep the region stable.
  5. Verify your device clock and time zone; a time zone that clearly mismatches the exit country can also raise risk-control.

The reality of paying for Claude Pro (honest note)

The network layer lets you open and use Claude, but payment is a separate hurdle: a Claude Pro subscription usually needs a non-Russian card, and Russian-issued cards are mostly declined under sanctions.
